Entergy asks for another rate increase as New Orleanians are struggling to beat the heat

On April 28, 2023, Entergy New Orleans (ENO) filed an application with the New Orleans City Council (the Council) for an increase in both electric and gas rates. ENO’s application would see monthly bills for ratepayers who use 1000 kWh per month rise by $3.79 on the electric side and $5.85 on the gas side.

​In response to ENO’s application, the Council’s utility advisors have recommended that the Council lower electric bills for the average user by about $0.24 per month, while recommending that gas bills increase by about $4.93 per month.

It's Time to Plan an Electric Grid that Serves Our Needs

Do you ever wonder who is responsible for planning the high voltage transmission grid that provides power across a huge multi-state region including Louisiana? Well that is MISO, the Midcontinent System Operator, and regional transmission organization (RTO) for this whole region - and they will be in New Orleans this month!

MISO is responsible for planning a reliable electric grid across 15 states. We in Louisiana are well aware of how important it is to have a reliable electric grid. Hurricane Ida and more recently, Winter Storm Elliott, were rude reminders about how important reliability is. Louisiana citizens are ready for a reliable electric grid that will keep the lights on, and provide access to renewable energy.

New Reliability Standards for Entergy New Orleans are a First Step Towards Keeping the Lights On

At a joint meeting of the New Orleans City Council’s Utility, Cable, Telecommunications and Technology (UCTTC) and Climate and Sustainability Committees last week on Wednesday, February 8, the Council adopted minimum electric reliability standards for Entergy New Orleans LLC, making New Orleans the first regulatory jurisdiction in the South to have such standards for an investor-owned utility.

The standards are based on calculations known as System Average Interruption 
Frequency Index and System Average Interruption Duration Index, or SAIFI and SAIDI. Essentially, these scores together indicate the average number of outages for a utility customer and the average length of time, in minutes, of those outages. ​

Amid wide-ranging allegations that it soaked ratepayers for inflated costs at its troubled Grand Gulf nuclear power plant, which serves customers in three states, Entergy has struck a settlement with Mississippi, agreeing to refund the state $300 million.

But it’s not yet clear if regulators in Louisiana will opt into the deal, and some officials are skeptical.

The Alliance's take: This plant has been a problem from the jump. Louisianans are owed far more than this pittance and we’re glad to see regulators in the state indicate the same sentiment.

Entergy New Orleans Reliability Judgment

On Monday, June 13, 2022, Orleans Parish Civil District Court Judge Rachael Johnson issued a ruling from the bench granting Entergy New Orleans’ petition for injunctive relief from a $1M fine that the New Orleans City Council imposed in 2019 as a result of routine reliability issues.

​The Council opened docket UD-17-04 in 2017 to investigate Entergy’s decision to defer maintenance and upgrades to its distribution system. The Council, as the utility’s regulator, concluded that Entergy had acted imprudently and penalized the company accordingly. Entergy immediately filed suit for injunctive relief, claiming that the Council had not created reliability standards to which it could be held accountable.
