Shedding Light on Entergy’s $4.6B Resiliency Plan

On December 19, 2022 Entergy filed an application at the Louisiana Public Service Commission requesting $4.6B for upgrades to the transmission and distribution system it claims will reduce future hurricane recovery costs and shorten outage durations following storms. This request is for Phase I of Entergy’s two part $10B total resilience investment plan.

Entergy’s plan uses a complex simulation model to predict damage following a hurricane but has never checked any of its predictions against a single actual hurricane to validate the complex analysis it relies on, raising questions about the accuracy of their analysis.

The transmission system - the towers and wires that move electricity at high voltages over long distances, often crossing over state lines - is a critical piece of our electric grid. In many parts of the country, the transmission grid is monitored and managed by neutral experts known as regional transmission operators (RTO) or independent system operators (ISO). Most of Louisiana is a member of the Midcontinent Independent System Operator (MISO), which is also responsible for transmission grid planning in 15 states and the Canadian province of Manitoba.

The transmission portion of our electric grid helps us keep our communities powered, but the transmission grid is also an unsung hero for the energy transition. Transmission lines allow renewable energy to be transported to population centers that otherwise could not access that energy.

The Louisiana Public Service Commission (LPSC) is meeting this Wednesday, August 16th at 9am for its monthly Business & Executive Session (B&E). Since there wasn't a July LPSC Meeting, the August agenda is packed! The Alliance is here to breakdown the energy items that matter to you so that you can stay informed and get engaged.

You'll want to tune in for the presentation on the Louisiana Climate Action Plan from the Governor’s Climate Initiatives Task Force (CITF). Many items in the Action Plan require significant LPSC engagement and this is the first time many of these folks are getting down to brass tacks in a public forum.

Do you ever wonder who is responsible for planning the high voltage transmission grid that provides power across a huge multi-state region including Louisiana? Well that is MISO, the Midcontinent System Operator, and regional transmission organization (RTO) for this whole region - and they will be in New Orleans this month!

MISO is responsible for planning a reliable electric grid across 15 states. We in Louisiana are well aware of how important it is to have a reliable electric grid. Hurricane Ida and more recently, Winter Storm Elliott, were rude reminders about how important reliability is. Louisiana citizens are ready for a reliable electric grid that will keep the lights on, and provide access to renewable energy.

For years, utility giant resisted diversifying its fuel sources, critics say

With Louisiana residents receiving unprecedentedly high electricity bills, Democrats on the Louisiana Public Service Commission last week blamed Entergy Louisiana for the “mess,” saying the utility giant ignored calls to diversify its sources of fuel for power generation.

While some commissioners blamed Entergy for the problem, one advocate said the commission also bears responsibility. Logan Burke, executive director of the Alliance for Affordable Energy, said the commission never really pushed hard for renewables. The energy industry knew years ago that renewables were going to become the cheapest sources of power, yet the commission over the course of four years approved four new natural gas power plants in Louisiana, Burke said.

Historic Transmission Projects Approved in the Midwest - What Happened to Planning for Louisiana?

On July 25, the Midcontinent System Operator, also known as MISO, the regional transmission organization of which Louisiana is a member, approved the most extensive set of transmission projects to be approved in U.S. history.

The MISO Board of Directors' approval of Tranche 1 will result in more renewable energy projects and over 200,000 jobs. Approval of Tranche 1 is good news for everyone in the MISO footprint as it will encourage the transition to clean energy sources and increase grid reliability.

The projects approved are part of the Long Range Transmission Planning, aka LRTP.

Tranche 1 represents the first integration and includes 18 projects across the MISO Midwest subregion estimated at $10.3 billion
