Utility Bill Assistance for New Orleans Residents

On Wednesday, July 8 and Thursday, July 9 the City Council Utilities Support Electric Assistance Fund will be providing relief up to $500 to Orleans Parish residents feeling the strain from their past due electricity bills.

Total Community Action (TCA) will be accepting applications at 1416 S. Norman C. Francis Parkway, New Orleans, LA 70125 between 8:30am to 4:30pm. Though residents who have already received ARPA Utility Arrearage Assistance are ineligible for aid, residents who have received standard LIHEAP assistance may still qualify. Pre-fill Your Application

Applicants should bring the following supporting documents:

Proof of Residency
- Copy of Driver’s license, State ID, Military ID, or passport for head of household and all individuals over 18 years old; and
- Copy of Social Security Card or any document generated by a federal or state government agency with the complete social security number for all household members.
Proof of Income
- Copy of W-2 form, income tax returns, last four consecutive check stubs, or current food stamp printout from the last 30 days for all household members over 18 years old;
- Copy of current year’s proof of other income (including government benefits, unemployment insurance, or retirement/pensions funds);
- Copy of current income tax documents for self-employed residents; or
- Separation Notice or lay off documents from your previous employer.
Proof of Residence
- Copy of rent receipt, lease, deed, or non-utility bill.

Funds are limited and will be distributed on a first-come, first-served basis. TCA’s standard LIHEAP energy assistance services will be paused from July 8 to July 10, 2026 and will resume on Monday, July 13, 2026.
