Entergy Louisiana (ELL) claimed more than $47M dollars in losses related to the Covid pandemic. In order to recover their losses, ELL proposed using money they already have from interest that is accruing in a money pool shared amongst all Entergy subsidiaries. As described by the SEC, “The money pool is an inter-company borrowing arrangement designed to reduce Entergy’s subsidiaries’ dependence on external short-term borrowings.” This plan would mean residents wouldn’t have to pay more on their bills to cover the losses. Additionally, Entergy proposed applying the remaining money in the Money Pool, just over $1M, as a credit to a storm reserve account. The Alliance is unopposed to the proposed settlement because it does not result in a bill increase for ratepayers.
Entergy Louisiana is requesting adjustments of rates for industrial customers to participate in the Geaux Green solar program. The adjustments reflect the addition of a new solar plant, Mondu Facility (100MW) and changes in forecasted costs related to the Sterlington Facility. The addition of the Mondu Facility brings the Geaux Green program from 224MW of solar to 324MW. Still, dozens of industrial companies are in ELL’s queue waiting for hundreds of MW undeveloped solar. Staff suggests the adjustments will bring the rates to participate down and recommend approval. Commissioners will vote on the Commission Staff’s report and recommendation.
Utility companies want to recover storm costs as quickly as possible. In order to do that, the Commission must hire a consultant to start the process. In case another storm hits in 2025, the Commission wants to be ready and already have a consultant on the books who could facilitate the rate recovery process.
