Louisiana Public Service Commission

The Louisiana Public Service Commission is holding their next meeting on Wednesday, February 19 at 9am in Baton Rouge.

The top two items we’re watching are:

Entergy’s application to recover costs related to Hurricane Francine, Exhibit 10.
Reports on how Louisiana’s electricity grid has been performing and the challenges the LPSC faces regulating our electric utilities, Exhibit 12.

Exhibit 10

Entergy is asking for a rate increase to cover costs associated with Hurricane Francine, which made landfall in September of last year (docket U-37468).

Utilities, like Entergy, are required to keep funds available for storm recovery, this is called a storm escrow fund, and is paid for by ratepayers on their monthly bill.
Traditionally Entergy is expected to use these funds after storms to prevent new bill increases for residents. However, Entergy is currently asking the Commission to use an alternative method, which would lead to an additional monthly charge on customers’ bills.
This would be in addition to Entergy’s recovery of operations & maintenance costs from the storm recovery fund.

Exhibit 12 Reports

The Louisiana Legislative Auditor released a scathing audit last month detailing Louisiana’s electricity system, the LPSC’s role in regulating our electric utilities, and the challenges facing the electric grid and LPSC.

Two of the biggest takeaways:

Our electricity bills cost more even though our electricity is cheaper than the national average!
Our grid is one most unreliable in the country and it’s only getting worse, even when excluding extreme weather events like Hurricanes.

Here’s information on some other agenda items we’re following:

Exhibit 4: The Commission will vote to extend a consulting contract with Chris Justin, in the energy energy efficiency docket, R-31106. Chris Justin has worked with the Commission previously in the efficiency docket.
Exhibit 5: The Commission will vote to retain United Professional Company in docket R-37369 regarding electric reliability standards, including the Commission’s current penalty levels and enforcement mechanisms. This is an appropriate Commission response to the Louisiana Legislative Auditor’s report that points out Louisiana’s poor reliability. The best way to ensure better reliability is to have accountability measures for the utilities who are meant to keep the lights on.
Exhibit 6: Pointe Coupee Electric Cooperative is asking to transfer a part of their transmission facility to 1803 Electric Cooperative (docket S-37321).
