On July 22nd, 2016 Entergy New Orleans’ filed a request to restructure the New Orleans utility company. The Alliance is worried the timeline leaves too little time to explore red flags in the proposal. Regulated utilities can use the holding company structure to manipulate debt in such a way that milks more money from customers than the utility is entitled to recover, a process known as “double leveraging.” The council needs to ensure Entergy New Orleans does not continue to collect money from customers to cover Louisiana taxes it no longer has to pay.
