The Louisiana Public Service Commission (LPSC) is meeting this Wednesday, October 18th at 10am for its monthly Business & Executive Session (B&E) in Metairie at the Copeland Towers.

While the voting agenda is sparse, we expect some good discussion during Exhibit 11 where we’ll hear a report from SWEPCO on recent power outages in Northern LA, a discussion on available federal funding for energy efficiency and how such funding could work with the Commission’s rules, and an update on the Project Cypress Direct Air Capture (DAC) Hub located in Southwest Louisiana.

Potential federal funding for energy efficiency projects is top of mind considering recent delays in the LPSC Energy Efficiency Rulemaking could leave federal funding for Louisiana on the table and we continue to be very curious as to the LPSC’s stance on Project Cypress and DAC. While initial concerns center around taxpayer funding for a project on private property, we should get some more insight on the Commissioners’ prospective which will be key as more and more utilities are exploring DAC and CCS projects.

We’re also excited to see two Directives from Commissioner Lewis regarding Entergy Louisiana’s (ELL) pending Rate Case and additional federal funding opportunities for utilities which could help offset customer bill impacts. Lastly, the LPSC will likely go into Executive Session to discuss a litigation strategy at the FERC regarding SERI, the owner of Grand Gulf. We continue to be encouraged that the LPSC remains engaged on these issues.
