Entergy New Orleans Joins MISO

Docket UD-11-01 is a docket established by the City of New Orleans (CNO) docket opened to investigate the costs, benefits and feasibility of ENO joining our Regional Transmission Organization (RTO) called MISO (Midcontinent Independent System Operator) and serves as ongoing oversight of their operations in MISO.

MISO is the operator for the electric grid for Arkansas, Louisiana, Mississippi and Texas and a dozen other states all the way up to the Canadian border and coordinates long-range transmission planning (LRTP) .

In 2013, Entergy agreed to join MISO (Mid-Continent System Operator) after an unanimous Federal Energy Regulatory Commission (FERC) vote. Prior to this, Entergy was under a Department of Justice (DOJ) investigation for anti-competitive practices related to its transmission system and had agreed to sell its transmission assets because of it.

Over a decade later, Entergy has yet to sell its transmission assets nor go through MISO’s Long Range Transmission Plan (LRTP) process to build transmission lines that benefit its consumers. MISO estimated that Entergy’s $3.3 billion transmission investment in 2023 had a .01 net benefit to consumers.

AAE would like to see Entergy be held accountable by the Louisiana Public Service Commission and New Orleans City Council to fully participate in MISO’s LRTP in order to avoid blackouts like we experienced on May 25, 2025 because of lack of transmission lines that bring competitively priced and diverse electric generation to Louisiana.
