Timothy David Ray​, J.D.

Timothy David Ray was born in New Orleans, Louisiana and is a proud
honors graduate of the Orleans Parish School System. He earned a
Bachelor of Arts degree in Music Performance from Dillard University and a Juris Doctorate degree with an advanced certification in International Law from Loyola University, College of Law. He completed training to become a certified mediator and negotiator at Humboldt University in Berlin, Germany.

Timothy David serves on the faculty of the Political Science Department at the University of New Orleans, UNO, where he teaches politics and constitutional law; and he serves on the law faculty of Humboldt University in Berlin, Germany, where he teaches courses in Negotiation and Mediation. He is an attorney, licensed to practice law before all State of Louisiana Courts, the United States District Court for the Eastern District of Louisiana, and the United States Court of Appeals for the Fifth Circuit. Timothy was appointed Vice-Chairman of the American Bar Association YLD Dispute Resolution Committee for the 2017-18 term. He is a former law clerk to the Hon. Monique Barial, Orleans Parish Civil District Court and served as the Chief Deputy to former Clerk of First City Court, Hon. Ellen M. Hazeur.

On April 24, 2018, Timothy David Ray made history as the first African-American man to serve as the Clerk of First City Court – where he oversees civil legal lawsuits for the East Bank of New Orleans.
